Over the past century, our understanding of cultural heritage has evolved, and now, heritage is seen more as a process than a product. Although the advancement of digital technologies has significantly aided in the research, protection, management, interpretation, and education of cultural heritage, it also raises the question of how far this technology works in accordance with our current understanding of heritage as a process and is not taking a reductionist approach, in which heritage is cut off from its community and context. Ethical risks are higher for contested heritage, when meaning and values are questioned, or when people's ability to access and enjoy heritage is threatened. This paper discusses potential ethical risks regarding access, control, dissemination, and the digital economy by looking at existing approaches, guidelines, and principles in this field and a few digital heritage projects about contested heritage, and it questions whether the lack of an inclusive ethical framework could lead to a new kind of digital colonisation.

The world celebrated the 50 years of the World Heritage Convention. With more than 1000 cultural and natural sites, the 1972 World Heritage Convention is the most widely recognized. It has provided a framework for identifying, documenting, protecting, and managing the world's cultural and natural heritage with Outstanding Universal Value (OUV). The theme to mark this anniversary is: "The Next 50: World Heritage as a Source of Resilience, Humanity and Innovation". These are the topics that have inspired the World Heritage Centre to develop, together with the Member States in the Arab Region, an online platform that leverages digital technologies to safeguard and promote the UNESCO World Heritage sites and its related intangible heritage, and transmit them to future generations. This paper discusses the current state of digital documentation of cultural heritage and the related projects/initiatives in the Arab States region. It presents the UNESCO Dive into Heritage initiative and its first outcomes. It concludes with lessons learned and future steps for the next phases of the project. First outcomes have revealed the big challenge of 3D data integration and the need to accompany the implementation stages of the project with capacity building.

Managing Disaster Risks to Cultural Heritage: From Risk Preparedness to Recovery for Immovable Heritage
Disasters triggered by natural hazards and climate change have become an integral part of our daily lives. These disasters not only put countless human lives in danger and result in significant economic losses but also pose a serious threat to the cultural heritage of societies. Cultural heritage sites and related intangible heritage hold not only historic, scientific, functional, artistic, and aesthetic significance, but also embody various social values that are essential to pass on to future generations. Despite international efforts to protect the world’s cultural heritage, natural hazards, and human activities continue to pose a severe threat to cultural heritage in all its forms. This volume offers a comprehensive view of the relevant scholarship on disaster risk preparedness and post-disaster recovery for immovable cultural heritage in recent decades. It explores the methodologies used to assess the vulnerabilities and values of cultural heritage affected by such disasters, and discusses the role of local communities and traditional knowledge in disaster risk mitigation. New technologies such as remote sensing and digital databases are also widely discussed, as they offer new possibilities for heritage protection, management, and recovery. The chapters of this volume draw on the practical and research experience of the authors and contributors who specialise in risk preparedness, emergency response, and post-disaster recovery of cultural heritage. Archaeological Prospection
The UK-based Endangered Archaeology in the Middle East and North Africa (EAMENA) project uses remote sensing techniques to rapidly record and evaluate the status of archaeological and cultural heritage sites in the MENA region. Applying remote sensing methods to the archaeological landscapes of twenty countries, EAMENA is one of the largest documentation projects of its kind. Such a scope raises important ethical questions fundamental to the practice of remote-sensed archaeology, and this paper contributes to this discussion by reflecting on EAMENA’s unique role in this subfield. We present ethical issues and possible solutions related to remote sensing and archaeology, drawing on models developed within the humanitarian aid sector and postcolonial archaeology. In addition, we consider issues of national sovereignty and their relationship to the engagement of local communities. Finally, this paper examines the roles of data openness and open access
policies as ethical factors, and how EAMENA has addressed these so far.
